(Received Oct. 24, at 5.5 p.m.) The Emergency Powers Bill which the Government,, hopes will pass through all its stages in the House of Commons on Monday is intended to deal with situations arising out of strikes—threatening interference with the supply and distribution of food, water, fuel, light, and other necessities, or means of locomotion. The text of the Bill does not give details, but embodies the principle of the Defence of the Realm Act, empowering the Government to pass regulations to meet any emergency, and safeguard the public interest as by enforcement of military law in strike districts to suppress violence or interference with food, etc. It also provides for the issue of regulations to prevent speculators and profiteers exploiting the public in any way during strikes.— A and N.Z.
