FRANCO-RUSSIAN ALLIANCE
OBJECTS EXPLAINED. GERMAN ALLEGATION REFUTED. Australian and N.Z. Cable Association. NEW YORK, September 20. The New York Times Paris convjpondent states that the French Government has published a Yellow Book containing documents revealing the origin and de" velopment of the Franco-Russia Alliance, and showing the falsity of the statement made by the German Chancellor (Dr Michaclis) more than a year ago that the purpose of the Franco-Russian Alliance was aggression againfit Germany. The book shows that the alliance "was formed for protection against German hegemony in Europe, and not for the purpose of enabling France to reconquer Alsace-Lorraine. Documents prove that the alliance was purely defensive, and that France anticipated Germany's onslaught in 1914. Tho book also reveals that the French generals correctly estimated the military forces of the possible belligerents.
