SHOULD GERMANY BE INCLUDED? Router's Telegrams. LONDON, May 17. Mr G. H. Barnes, member of the War Cabinet, fn a speech at East Ham, said the League of Nations after the war must reduce armaments, suppress private capitalism in armament-making, and inaugurate machinery to enforce its decrees. The Minister added: "It k difficult to envisage a league of nations which will include Austria and Germany; but we must look beyond the smoke of battle. We must subordinate the feeling of repugnanco for the Germans, and look ahead to the time when the German people are chastened. Their present depravitv may be only a passing phase. It may well be that the peace terms will require Germany to enter the league of nations." There was. he said, a growing feeling among the Entente democracies that the variotis Governments should consult organised Labour to a greater extent. Mr Barnes suggested an early Hague Conference to frame a scheme to reduce armaments among the Entente Powers, also a 6chcmc for taking combined action against aggression.
