It is noteworthy, as proof of the declining effectiveness of the German submarine campaign, that, whereas they sank 35,000 tons of Norwegian shipping in the last week of April, the weekly average loss for May was only 16,000 tons, for July 11,000 tons, for September 6000 tons, while in the first week of- October the sinkings were nil.
