LIBERTY LOAN HUGELY OVERSUBSCRIBED. Australian and N.Z. Cable Association. WASHINGTON, November 8. Official: The second Liberty Loan realised 4,617,532,300 dollars. The oversubscriptions amounted to 1,617,532,300 dollars, half of which has been accepted by the Treasury. Mr M'Adoo, Secretary of the Treasury,, is gratified at the success of both loans. The over-subscriptions to the latest loan will defer a third issue being offered. JAPO-AMERICAN AGREEMENT. MUTUAL ASSISTANCE. WASHINGTON, November 8. Japan, as a result of negotiations with the United States, is assuming the full risks of war, political as well as material. She will furnish considerable tonnage for transport purposes, and will probably furnish troops, but all the Allies must discuss that question.
The United States will meet japan's iron and steel needs.
A despatch is expected from China sounding the Allies as to the proposition to send Chinese to Europe, iFrance would welcome them.

It has been learned that European neutrals have' not given satisfactory assurances that their food shipments from the United States will not benefit Germany; consequently none will now go forward.
