Mr Wilson has signed the Aviation Bill. An enormous construction, programme begins immediately. RUSSIAN ADMIRAL'S COMMAND. The Times. ODESSA, July 24. Admiral Kolfcchalk has accepted a high command in the American fleet. REORGANISATION. RESIGNATIONS AND APPOINTMENTS. Australian and N.Z. Cable Association. WASHINGTON, July 24. Major-general GoetHials and Mr Denman have resigned. Admiral Capps succeeds Mr Denman as chairman of the Shipping Board, and Mr Edward Hurley succeeds Major-general Goethals as head of the Emergency Ileet Corporation, EXPORTS FOR EUROPE. PRECAUTIONS AND EMBARGOES. WASHINGTON, July 24. Pending an absolute guarantee against neutrals supplying Germany with exports, the Control Board is enforcing a complete embargo on cargoes for Scandinavia, Denmark, and Holland, but limited consignments are permitted to be sent to Switzerland. A Dutch Commission will shortly visit America to endeavour to facilitate exports to Holland. CRISIS IN CHILE. NEW YORK, July 24. The Chilian Ministry has resigned. MEN FOR EUROPE. EXPECTED DESPATCH OF ONE MILLION. NEW YORK, July 24. (Received Julv 25, at 6.45 p.m.) Advices from Washington state that it is believed that- Mr M'Adoo's request for a credit of 5,000,000,000 dollars foreshadows the sending to Europe immediately of. 1,000,000 men, including drafts from the National Guards and regulars. ■ '
