SUBMARINES
PROPOSED ATTACK UPON BASES. OPPOSED BY ALLIED EXPERTS. Australian and N.Z. Cabin Association. NEW YORK, July 23. (Received July 24, at 5.5 p.m.) The New Yorlc World's Washington correspondent reports that Admiral Sims and the allied naval officers oppose the suggestion to attack the U boat bases. They regard the German naval defences as impregnable, and foresee that an attack would result unfavourably to the Allies. A SIGNIFICANT CONFERENCE. THE KAISER'S LIE. Router's Telr-grams. ZURICH, July 23. (Received July 24, at 5.5 p.m.) On the first occasion since the establishment of the Empire the Kaiser has met the Socialist leaders in an informal conference. He told them that the submarines were succeeding beyond all expectations, bringing ruin and destruction upon Great Britain.
