Cr Green, in a vigorous speech, outlined s the needs of the city, unci promised that any local needs, if placed before him, should ho have the honour .of being elected mayor, would receive proper consideration. Ho was appealing for support on the merit of his long services to the public, and trusted that the recognition of those services would mean his election as mayor for the ensuing term. Tho most prominent feature was its extension to Mansford Town, Reynolds Town, and Carey's Bay. The lighting and sanitary services bad been extended, and the streets and pavements well maintained. A report had also been prepared for the erection of a supplementary reservoir, with a capacity of 5,000,000 gallons, and water to shipping was still supplied at pre-war rates. The financial position was sound, and the year closed with a substantial credit balance. Dredging was yielding splendid results in the harbour. In this connection it very significant to not© the recommendations of the Dominions Royal Commission' as to tho necessity of larger steamers; and consequently deeper harbours. When tho war was over it was our duty to see that adequate provision was made for disabled soldiers and those needing assistance. This must bo done by the State. Their next duty was to carry out a progressive policy for tho development of Port Chalmers, the seaport of Otago. Mr Powell said ho had served in the council for many years, and now solicited a term in tho mayoral chair. He was against personal canvassing on principle, and thought all should be loft to vote freely as their conscience directed. The decision lay in the hands of the ratepayers. Mr Tait said he had servpd as a councillor for 14 years, and had soon service -on all tho committees. Timo did not permit him to go fully into all the undertakings with which ho had boon connected. He noted with pleasure tho satisfaction afforded by the new water service, and the jrrrator facilities offered by the now dock. ' Those past records should show that he was both willing and ablo to serve tho town to the best of his ability. He believed that economy should bo the present watchword, and that money should bo freoly invested in the Government war loan. n<rainst future needs, whori it would b<? available for necessary public works.

Sin, —In your issue of the 16th you stato that no discrimination has been mado between tiic candidates for mayoral honours. .Naturally, I accept that statement, and ask how it is that you have twice referred to Mr Clark editorially, and so far have not referred to Cr Green. • Judged from past elections, it has appealed to the press that tho men who have given their services for a lengthened period in civic lifo and who aspire to mayoral honours deserve that tho press will at least give a resume of the public lifo of each candidate, and in ample time, so that, should any errors creep in such resume-, the candidate has trine to &et them right. On looking back I find that you extended this courtesy to the three gentlemen who contested the last election, and at an early date. With regard to specifio lack of fairness, possibly the matters are too small. One speaker at the presentation of a requisition to the Hon. J. T. Paul stated "ho would do all he could to return Cr Green" when Mr Paul did not stand. I mentioned at tho Wakari Hall how the present Mayor had flouted his council, especially tho Civic Reception Committee, in not notifying them, when "our boys" were returning, so that wo could do them honour, and I specifically mentioned last Thursday, when a hiq: attendance of his council attended a sond-off, and when the Mayor told "tho boys" what a -welcome Dunedin would give them on their return, and how soldiers did return within four hours and a-half from his speaking, and how he had not let his council know. Then, again, in tho report of Mr Clark's Wakari meeting, 40 is mentioned as the number of those present. It is a small matter, but were there ten? As chairman of Cr Greon's committees, T have deprecated personalities, and am determined to use my strongest efforts to win this contest on tho merits of tho ca.°e. As a councillor, I claim my right to crtieisp fairly the trtvitment mefrd out to tho Civic Reception Committee, who aro whole-heartedly for "tho boys."—l am, etc., Dunedin, April 18. , *R. S. Black. [And so it is this that constitutes the foundation for tho oharg-e that the newspapers have entered into a conspiracy to suppress matters that are not favourable to Mr Clark's candidature ! —Ed. O.D.T.]
