After going mto tho matter very lully, tho committee reports that in its opinion tho items mentioned in tho schedule with tho exception of tho item "improvements to St. Clair baths," should be held over until tho cessation of tho war in ronsequence of tho present abnormal cost of material and the necessity that is certain ti j employment of labour shortly after tho declaration of peaco In regard to tho item for the St. Clair baths,' tuo committeo recommends that £1000 of this sum be provided out of tho insurance tho no <ft P oi - rc l ult - of the at of + 1"" P J°?' if®™* the balance of £200 to be found by the general account, in submitting this recommendation tho committee reports having fully considered the possibility of curtailing the payments into the renewal funds of the electric power and lighting and tramways departments v/itr a view to providing increased transfers from these departments to the frcneral account, And thus make it possible to provide for the special items horembeforo mentioned. Tho committeo is, however, of the opinion that such a conrao would not bo advisable at tho present juncture. J
