It is alleged that he was instrumental in securing a 50,000-acre land concession for the agents of Japanese silk firms. The land is located on the Atlantic seaboard (opposite San Miguel Bay, on the Pacific seaboard south-east of the canal zone), and might be valuable for a naval base.
