The Novoo Vremya (Russia) is urging that the Allies take immediate action in China to -prevent a repetition in the Far East of the costly blunders that have occurred in the Balkans. The paper states that the Italian Cabinet has miniitely considered the technical side of the Balkans as well as the political and diplomatic advantages and disadvantages. The difficulties in the way of an expedition at the present season are enormous, and it is considered impossible to send a large body. The question of arriving in time is of the first' importance. German gold is pouring into Rumania for the purposes of corruption, and £1,000,000 has been spent in a press public propaganda, buying up newspapers and founding others. A SLEEPING PARTNER. WASHINGTON, November 19. Britain, France, and Russia are planning to induce China to join as a sleeping partner in the Triple Entente. In order to "prevent friction with Japan, the United States is not participating in the arrangement.
