GERMANS EVACUATING MITAU. RUSSIANS BLOCKING A RETREAT. (Times and Sydney Sun Services.) LONDON, November 15. (Received Nov. 16, at 5.5 p.m.) A correspondent, writing from Petrograd, states that the Germans are evacuating Mitau, and removing hu<?e stores of ammunition. The Rns* sian long-range guns are firing on the Ruckim*Mitau railway, preventing its use for a German retreat.
