INCREASED DUTIES ANNOUNCED. THE COUNTRY'S REGENERATION. , PETROGRAD, November 14. The Russian. Budget shows a deficit of 327,000,000 roubles, which is to be covered by credit operations and increased taxation, including income tax, land tax, Customs, and Excise duties. The Minister alludes to Russia's regeneration by temperance.
