The Emperor Franz Josef, in a letter to his people, reminds them that they have shared his sorrows and joys for 6& years. He puts trust in their deep love for him, and declares that the fanaticism of a small band of misguided men cannot shake his houee. Hβ adds: "This fresh and painful trial which God's imfathomable decree has imposed upon me and mine will strengthen me in my resolve to follow the way I know to be right."
