BOROUGH COUNCIL MEETINGS

ST. KILDA. The loctaigfatly meeting of the St Kflda Council wae held last night; present—tho Mayor (Mr W. T. M'Farlane), Crs H. Allan, J. Harris, H. W. S. Hollyer, C. N. Scurr, J. Dot©, J. Edgar, aad D. M. Sutherland. OOSBKSPONDENCR Mr W. A. Brawn wrote asking to have a street lamp erected at the corner of Jackeon and Bond streets.—Referred to Works Committee for a report. The Dunedin Drainage Board wrote complaining that tho street detritue was finding its way into the board's mud tanks. — lisceived. Tho Public Trust Office wrote advising the oouncil that tho interest on sinking funds had bean increased.—Received,. A number of residents m Gourley street petitioned tho council to have footpaths and water channels constructed in this street. A complaint wae received from Mr J. J. Judd that a nuisance wae boins created next to hie residence. It wa3 explained that this was a case where some residont, in the vicinity of Mr Judd's property deposited filth on tho footpath, and the had a detrimental effect upon. Mr Judd's health.—lt tms decided to refer the matter to tho health inspector and the General Committoo of the council, with power to net. REPCBTB. TTje Worke, Water, and 'Lighting Committee reported as follows, submitting recommendation with regard to certain letters which had been referred to it: —Letter from P. Dalrymple and others asking for a lamp in Grourley street.—The committee recommended that the application t» granted. Letter from A. Harris, asking for a water service to sections 1 and 2, Tapper's subdivision.—Committee had instructed the town clerk to get an estimate of the cost of laving 3in and 2in iiipes in Ferguson street from Gourley street to Quarry street, and report to council. Letter from R. Davideon, asking the council to clean the channel in Pretoria avenue. —The inspector had been instructed to have this attended to.- , —• Letter from H. J. Armstrong, asking tho council to fill in ditch and form tho footpath past his property, section 19, subdivision 3, For bury crescent. —The committee left this matter in the hands of the Mayor and town clerk to inspect and report to council. Letter from A. Hicks, drawing attention to tho state of tho footpath in Coruiuia street.—Tho committee had left this matter in the hands of tho Mayor and town clerk, with power to act. Letter from Jessie Ross, asking for an iron crossing in Coughtrcy street to her property, and offering to pay cost of same.— The committee recommended that the work be done. Water lying on Victoria road, between Queen's drive and Royal crescent: The committee recommended that a tin drain be put in from Victoria road to Royal crescent ditch, a mud tank put in the lowest'part of the channel, and the channel then properly graded to the mud tank, at an estimated coat of £9. Footpath Gourley street: The committee recommended that a footpath bo formed on the east side of Gourley street with surplus, spoil, from footpaths now being permanently formed. -Mr B. B. Coustoif s letter recommended that a foreman bo put on for loan works at 12s per day, and that a day labour squad be organised, to undertake minor works, and, if necessary, to take up also any work for which no tenders were forthcoming.—The committee recommended that the engineer be allowed to put on a foreman at 12s per day to go on with the metalling of Begg and EskvaJo streets, and superviseany other loan works at present in hand. The committee had appointed a sub-com-mittee consisting of the Mayor, deputy Mayor, and town cle-rk to consult with the engineer with reference to appointing a day labour / squad to go on with loan works during tho summer months. Scott street.—line committee recommended that Scott street be repaired.—Plan of Mr P. Herbert's eub-division of lots 3 and 4, block XVI, Mueselburgh, showing private way of serving two houses. —The committee recommended that this plan be passed by the council on the usual understanding, in connection with the private way being given by tho owners.—A motion was tabled for tho adoption of the report as presented, but Or L)ovo moved an amendment, 'which was seconded by Cγ Scurr, that the proposal to appoint a foreman at 12e per day bo deleted.—Crs Hellyer and Edgar and the mover and seconder of tho amendment characterised the proposal as altogether undesirable, while the Mayor and Ore Harris and Allan each thought that it would be a good move, a 9 although there was scarcely any necessity for the foreman at the preeent time, the day was not far distant When he would be needed, and as tho mau the engineer had selected for tho position might perhaps not be a'vailablo later on, they should appoint him now.—On going to tils vote the amendment was carried on a division, Crs Edgar, Dove, Scurr, Hellyer, and Sutherland voting for it, and the Mayor and Crs Harris and Allan opposing it. The Finance Committee's report eetting out tho following bank balances was adopted :—District fund account (debit), £5095 Iβ 2d; spe<j»al loan account No. 2 (credit), £332 lls sd; special loan account No. 3 (credit;, £3470 16s 3d; drainago and sewerage account (credit), £8 3s Bd.

WEST HARBOUR. The monthly meeting of the West Harbour Borough Council was held last evening; present—tho Mayor (Mr J. M. Blackie), Crs Connor, Gooch, Grant. Downes, Forgie, Mitchell, Barker, and Statham.

The Waikonaiti County Council notified that it agreed to pay half-cost of two trucks of metal for Boundary road, Sawyers', Bay. The letter also asked if the West Harbour Council would putting in a -:ew culvert in Station "road, Sawyers' Bay—.Received; request for culvert referred to inspector for report. 'The Secretary of tho Otago branch of the New Zealand Institute of Architects wrote Miking for a contribution of £3 in; connection with the visit of the town-planning lecturer*?.—Referred to Finance Committee, with power to act.

Chalmers, and that the Mayor and Cr Anderson had been appointed to represent the Port Chalmers Council. —Tho Mayor explained that the deputation had waited unon tho Traffic Manager, who pointed out that on several occasions complaints, had been made that trains bad run a minute or two late owing to tho belated arrival of passonpers at Ravensboumo Station at starting t>me. Several councillors reluctantly admitted the facts, and it was eventually agreed to write thanking the department for the courteous explanation. In reply to the council's letter requesting information as to when it was proposed to erect homos under tho provisions of the Workers' Dwellings Act in Maia, the officer in charge of the Department of Labour vote stating ho could not give any definite information, as he had not had a single application for houses to Be erected on tile, property. If application were forthcoming he believe* they would bo favourably considered. —Received.

Miss R. A. Jack, librarian and treasurer of the West Harbour Public Library, wrote stating that it had been suggested that tho oonnnittee of tt«> library should anproech the council with a truest for assistance. Tho Works Committee reported that one surfaceman had been cngiigcd in working at Ravensbourne and llothcvsay Wards for 26 days, and another had been working 18 days at Sawyers' Bay and eight days at St. Leonards during the month, repairs and general ronintentinco work having boon carried out in each ward. Six tracks of gravel wcro required to repair various footpaths.
