The Times says editorially that the new U.S. tariff is not' a Freetrade measure, nor does it even consciously in alee towards Freetrade. The policy underlying the Bill is still Protectionist. Its democratic character lies in its claim to protect not particular groups, but the mass of the people, and in the withdrawal of Protection' from those organised industries which take advantage of a high tariff to establish monopolies at the 'expense of the people.
