THE BECIPHOCITY QUESTION

Unfortunately for tho rest of Canada tho west is being populated very largely by American farmers with a.trong preference for American goods, and by Frectrade 'Englishmen, and between the two the Canadian manufacturer gels little sympathy. Mr Borden and his Ministry."will have a hard time of it fen- (lie next few years trying to steer a course that will placate the west in trade matters and that •will avoid antagonism? French-Canadians, rji the navy question. The outspoken way, however, in which he assailed reciprocity in its western stronghold prior to the last election leads one"to hope that iio will bo equally fearless in doing what ho believes to be right in the future. If he eve abolitions the policy of reasonable protection I cannot kco anything for it but Viat ho will go down to defeat, whatever he may do.about the navy, because eastern Canada,' which still outnumbers tho west by four to one, is very strongly Protectionist."
