Mr Jacob Schiff, the well-known financier, is reported to have told the Republican Club that the understanding between Russia, Japan, and Great Britain will, constitute within the next few decades the world'* greatest menace, H« said: "I was greatly mortified to learn that Japan had joined-hands with Russia in order to keep China in a state of vassalage. It is a perfidious action to bo a party to such a compact." Mr Schiff was prominent in financing Japan during the Rueso-Japanese war, and war decorated by the Mikado for his services. - LONDON, March 7. f The Times' Washington correspondent, commenting on Mr Setoff's .speech, says that- the existence of an anti-Japanese sentiment is tho important factor, in American international relations. '
