COMMISSIONER'S REPLY TO MR BISHOP. (Per United Press Association.) WKLLINGTON, November 18. The New Zealand Times will to-morrow morning publish Mr Bhinic's reply to Mr Bishop's report upon the administration cf tire Police Dopartment. Mr Dinnie charges Mr Bishop with liavin,.; approached his task with preconceived opinions, with having taken up a. hostile attiln'doMo him, and with having overlooked important facts bearing upon various phases ot the administration reported on. In- addition, Mr llinnie argues that the evidence does not support several of Vn- Bishop's findings.
