CABINET CHANGES. Press Association-By Telegraph-Copyright. CONSTANTINOPLE, February 12. (Received Feb. 12, at 11.10 p.m.) Kiamil Pasha, upholding the programme of tho Liberal Union, based on the maintenance of the TurkiVh Constitution and the rights of all classes and races, has introduced Cabinet changes, and has thus frustrated an attempt at military dictatorship under Youssouf Iyzobiu, 'the latter representing the Committee of Union of Progress, whose influence is wanim'. 'Nazim Pasha, the new Minister of War, a libei'iil-minded statesman, reorganised the Adrianople Corps. Husni Pasha, the now Minister of .Marine, was attached for some time to the British navy.
