OAMARU HARBOUT BOARD.
THE LOAN PROPOSALS. (Fp.oa Our Own Cobiiespondext.) OAMAHU, October 28. Mr AY. K. Hose to-night addressed a large meeting of ratepayers 011 the subject of tlio Harbour Board's loan proposals. Ho urged that the scheme laid down in 1903 should lirst be completed, and that the report of the experts indicated that the dredge Progress was quite capable of doing the work, and doing it as economical!}' as any larger dredge, if not quite so quickly. The meeting, was interrupted .a little at times, but on the wno'le it was orderly. No motion was passed other than of tlianks to the chairman. MrMilligan mounted the platform and desired to address the audience, and when refused leave by the chairman indicated that ha would again address the ratepayers on Saturday evening.
