JUVENILE OFFENDERS.

HOMILY TO LAX PARENTS. (Per United Pkess Association.) CHRISTCHURCH, August 1. Mr H. W. Bishop, S.M., delivered a. little homily to parents at t.liO Police Court this - morning when dealing with four juvenile oiteuders. He said that some parents did liot seem to realise the seriousness of the improper act? committed by their children, a-nd when tliey (tho parents) came into rourt, instead of agisting the. magistrate they treated tho offences in suoh a manner as to encourage their children lo commit them again, and did an amount of harm which tliey did not fully appreciate. The cause of taicsc offences was l'ack of parental control and proper bringing up. It was the parents' duty to look after the children. The trouble with ehiklrenswas growing, and juvenile cases wow occurring every week just iliroudi tho of th-o parents. Children did not seem lo properly appreciate the rights of other people, for, lie pointed out, it was just as dishonest in a sense to do damage to property as it was to steal. He intimated that if the offenders made their Gocond appearance he woutd romove control from the parents to the State, or, in other words, commit tho children to a-i industrial school.
