In committee! the convention adopted a list of 14 snbjects as universally susceptible of reference to arbitration -without reservations concerning vital interests and ■honour. (Received Sept. 6, at 10.5 p.m.) Tho list> of subjects for obligator)' arbitration not of firet-class importance include the international protection of labour arid means of preventing collisions at sea. ■ It is thought that none of the subjects included will ever cause disputes of a menacing character. It i 6 expected that 35 Powers will agree to this scheme. Germany, Austria, Japan, and others decline to agree. ■ • ■
