KING OF ANNAM ABDICATES.

BANGKOK, September 5. (Received Sept. 5, at 9.46 p.m.) Tlio King of Annam lias abdicated in favour of his second soil, aged eight years. . The new King will be placed <,tmder a Council of Regency.
Annamito functionaries, under tho control of the French Government, administer all tlio internal affairs of Annam. In October last it was announced that tho Emperor liajl become a criminal maniac, and tortured to death several of'his wives, ono by vivisection. Ho sacrificed his mother " in the causo of science " by shutting her in a room with two dying plaguo patients. Later, he followed up these atrocious cruelties by killing and then cooking ono of his wivc3 and compelling his courtiers to oat llio flesh. Other wives were immersed in boiling oil, and 30'mora wero tied to posts and shot', by the Emperor from a palaco window with a bow and arrows.
Last month tho French Resident in Annam established a protectorate, and adopted strong measures with regard to tho conduct of affairs. He confined King Thanh Thai to his palace, and constituted himself Minister of Justice and regent,
