■ NAVIGATION COMMISSION'S •REPORT, Prow Association—By Telegraph-Copyright. •MELBOURNE, September 5. The Navigation Commission luivo presented its final report to tho Federal Government-. Tho main recommendation is that- only , British subjects shall be employed on vessels registered in Australia. The majority of the commission recommends that the coastal trade of the Commonwealth be reserved for ships on the Australian register or conforming to Australian conditions and licensed to trade on tho coast, British mail steamers carrying passengers to be exempt. ■ Tlio reservation is mnde pending the construction of a railway. between Western and South Australia. It also recommends that subsifcd foreign ships bo prohibited from participating in' Hhc coastal trade, Endoreement is given to tho Imperial Navigation Conference proposal for exempting from new conditions involving .structural alterations as regards tho accommodation of officers and crew .all vessels, built prior to' the enactment pf such conditions.
