BOROUGH COUNCIL MEETINGS

WEST HARBOUR. The usual monthly mooting of tho West Horbour Borough Council, ho.d oil Tuesday opening, was attended by the Mayor tMr H. K Moltor;, Urs Cray, Ciawley, itoss, .Duncan, Smith, George, Crosland, and Jack. Cr Wityto took his soat at tho council table for tlio first time, and was welcomed by the Mayor and councillors. COBRBgrONDEXCB, Tlio Managor of tho Perpetual Trustees Company wrote, pointing out that the format t-ion.of Montague street had not beoil completed in torms of circular issued when.the poll ivas taken in regard to the borrowing cif £4800 for public works. The letter asked that tho footpath from Grant street to Athol place be kerbed and metalled,—Referred to Loan Committee. J. P, Shaw, St. Leonards, wrote asking tho council to make approach to his liouso, tho land through which he formerly had ' acccss to his residence having been sold; also asking that footpaths bo formed and tho street improved.—Referred to Works Committee. The Secretary of tho Ravensboimio School Bazaar Committee wrote asking free use of Coronation Hall on November 0, 7, and 8, for holding a bazaar in aid of Boating Club — Referred to Finance Committee to report. P. Chapman, Rothesay, called attention to the impassable state of Ross street.—Cr George described the work recently done in tho locality, which wa9 regarded* as satisfactory.—Referred to the. Loan Committee. T. A. Walker, Sawyers' Bay, directed attention to the impassable stato of road 1 front* ing Clemison's.—Referred to inspector, with power to act. W. H, Warburton, District road, wrote stating that if tlio nuisance in the shape of sewage running on to his property was still to take its course, instead of being piped to Athol place, as promised, ho would t&ko stringent measures to have such a menace to health abated.—Referred to Loan Committee, the Mayor pointing out that some action Was necessary at onco to rcmovo the cause of complaint. W, 'Butcher, Wollin gton, wrote fe installation of coal gasworks, requesting to be supplied with an estimate of number of dwellings, population, and consumers within tho borough, and asking if, a Bite could bo 'obtained for works nea.r the railway station.— Referred to Lighting Committee. The Financo Committeo's report, submitted by Cr Cray, showed the general account to be £417 3s lid in credit, overdraft £646, leaving amount available £10G3 3s lid. • Accounts amounting to £24 lis 9d were recommended for payment when funds were available.' Cr Cray submitted the report of ths sub. comraitteo re right-of-way, Palmer's Subdivision. Rothosay, which was as follows.— . " Your sub-committee, consisting of the Mayor and Crs Crawley and Gray, bogß to report having visited the Deeds Office in connection with the letter from Mr Ilarridgo, ratepayer, and tho right-of-way in Palmer's Subdivision. Your committee finds that the right-of-way is 15ft wide, and that it was provided for the convenience of tho ,'ownets of the land in Palmer's Subdivision. The right-of-way extends from .the Main road ,np to and adjoining the property of Mr Harridgc, '• but as the'land now owned by Mr Ilarridge, ratepayer, was sold long before the land known as Palmer's Subdivision was subdivided, the ; right-of-way could only have been intended for tlio scotions in Mi- Palmer's property. The right-of-way is still vested in Mi Palmer, and your sub-committce were informed by tho officer at the Deeds Office that Mr Palmer has the right to sell the right-of-way, but with that your sub-committee has > nothing to do. There is no record of the right-of-way having been made over to the oouncil. and it cn-nndt now bo made over." Cr Cray, in moving the adoption of the report, complained of a breach of privilege in , connection with the information obtained,, which on the same day it was received was communicated to a ratepayer who, acting on that information (which was not ptib'.it until _ it came before the council), had offered to buy the.right-of-way on Palmer's sections. GENERAL. , A report by the Chairman of the Loans, Finance, and Works Committees 011 the loading and metalling of De Lacy's Subdivision was considered and oventua.!ly adopted by the council giving a road-widtli of Cfift, formation, 30ft, Width of metal, 14ft; depth of metal. 7in. Cr Whyto was chosen lo replace Cr Thomson 011' the Finance, Loans, and' Lighting' Committees. It was resolved that the overhanging trees' near St. Leonards School be trimmed back to the read line; and that the water tabic in Hill street, near Treurn's, bo attended to at once. GREEN ISLAND. - The usual monthly meeting of the Gre«n Island Council was held on Monday evening, and was attended by tho Mayor (Mr William Gcddes) and Crs Jenkins, Miller, Ilarraway; Love, J. Gcddes, Wilson, and Kane. Mr D; Iteid, M.H.K., wrote re proposed erection of a post office at G recti Island, and it was agreed to appoint a deputation to wait on the ' Prime Minister about tho matter on the first visit of Sir Joseph Word to Dunedin. The Green Island Rifles wrote re a proposed carnival and art union to raise funds to purchase Volunteer Hall and put it into an up-to-date condition, and it was agreed to support the Volunteers, and a committee was appointed to wait on thein about the matter. The gexton (Mr li, Gilib) wroto forwarding his resignation, and it was agreed that it bo accepted. It was resolved to enforce the bylaw prohibiting the placing" of ashes,-etc., on the street lines. Mention was made of Mr and Mrs G-. 13. Monson's death, council- • lors testifying feelingly to the excelldnco of the late Mr Monson's character whilst stationmaster at Burn3ide, and it was decided that the clerk forward a letter conveying the council's regret at the sad termination of the career of a most obliging and promising officer, and also sympathy with lho family and relatives in their sad bereavement. The annual balance, sheet was approved. GREEN ISLAND DCffi'AlN BOARD. The usual monthly meeting of the board was held on Monday evening, where there were in attendance the Chairman (Mr W. Gcddes), and Messrs Kane, Love, Miller, Jenkins, Wilson, Harraway, and J. Geddes. It was reported that cattle were trespassing on the domain and destroying the marram grass thereon. After discussion, it was resolved and agreed to that the owners of cattle and horses found trespassing on the domain be prosecuted.
