DRAINAGE AND SEWERAGE-

MR CARDEW'S REPORT REVIEWED.

Tho following is a report by the chairman of tho I)raii)Q«o Board's Works Cginmitleo on Mr C.inlow's report:— i By !ii resolution of tho board dated February 19 lust, jlr Cardew's report on the drainage and sevrerago, of Dimocliu w. referred to youx Works Committee.to report. J3y this your cqnimiltco understood that you wished eorno rccoipmendations or suggestions aa to . what portion of Mr C'ardow's scheme should . bi) adopted and what should- be held in abeyance, Mid in v.-hnt order his rccommendationa should ho taken up, Vfv propose first to deal with tho recommendations in tho preliminary, report of 21st September, IMG. In this 11* recommendations were riiade. Kos. 1, 2, and 3, which refer to tho two additional Dicssel engines, an additional centrifugal pump, and the removal of dwelling from engine-room and erection of engineer 1 3 house. Theso aro practically obviated by the subsequent recommendation advocating the adoption of -what is known aa tho Licrnur system for disposing of tlio sewage of tho Flat. As the hoard is wire, inquiries havo been instituted as to the operation and success of this system, and until wo have received all the information it is possible to obtain and decidcd upon the method by wliich tho Flat, shall, be Bcwered, tho consideration of these recommendations may be deferred. No. 4: llecomluending that two new cast-iron, rising mains bo creeled, which, however, has already been considered and dealt with by tho board, with tho .''result that tonders have been callod for 'and'received for tho ono agreed to bo confrtruoted'; but tho tenders were ?.o fa.r abovo the estimate that it was resolved to utiliso tho mains at present in place. This, tho engineer says can bo done; for some lima nt least without .linduo risk. No. 6: Tint the permanent out'fall sower to Lawyer's Hoad bo commenced as soon as practicable. This the lioaj-d has already dealt with, and tho outfall is in ooivrse of construction. No. G recommend?, tho construction of manholes along tbo length St.. tho outfall doublebairolled, sowor between' tho ocean and tho dividing well. Your committee advises the ■board to construct five of these. No. 7: That" additional storage bo provided for tho sewage at tho pumping station, and.that tho suction well 1)3 enlarged and screens crc-ctod. Your committee advise that consideration of tho first two recommendations ho deferred until ilia system 0! draining tho Plat has been decidod uixm. With regard- to tlio rocomiuendation that screens be fixed,, wo adviso its adoption. No. 8: That properly designed junction chambers be constructed at suitable 'intervals along tho main intercepting server. Your committee recommends their construction as occasion arises, a controlling valvo being , added to each. No 9: Kcoommonding tho construction of intercepting chamfers and tidal flaps. Wo recommend that this, bp adopted. Has. 10 and 11: Kccommcnding tho augmentation of tho engineering and- pumping station stalls dees not appear to your committee, in view of tho board probably deciding to proceed with ita scheme at a moderate rate of progress, to be presaingly necessary. If the board wcro in a position to go on with all tho reoom3ncnda.tions of tho expert at ono and tho samo time, then doubtless tho question of staff reorganisation wpuld become 0110 of importance. At, present wo do not think wo shall bo wrong iu suggo-fiing -that theso two recommendations stand over. Coming to tho main roport, tho first matter your committee considered was Mt'Cardew's recommendation that tho separato system should bo adopted for tho sewerage' of tho district, and this, after full consideration, wo decidcd to rccominend tho board to adopt, Ono advantage to bo derived from tho adoption of Mt Cardcw's recommendation is that instead of branch sewers of a sizo lrnrgo enough to carry both storm wator and sowago hiiving to ho confllTUctcd, Hjnall drain pipes -to carry sewago only will bo ncce&sajy, tho storm water continuing to discharge, as it now docs, down tho wa/torcourses in tho various gullies. An'othor is that on tho completion of tlio 'Bohemo wo will bo ivblo to send nothing but; sowago into tho main intercepting sewer and nothing but storm water into the harbour, An immediate effect of the adoption of the separate system will bo th&t all iutuw connection with, tho'sewers will be foreewera only, separata pipes being used for water irom roofs end tack yards discharging into tho street stuiuiels. Wo zocommenct that public notification of this alteration bo given, Mr .CartWa .main' roport is divided into flvo leading heads, which ho summarises as follows:—(1) The sewerage of the Flat. (2) Tho atorm water of tlio Flat. (8) The sewerage of outlying suburbs. (4) Tho remodelling of tho city sewerage. (5) Tlio storm water of tlio city. In addition ventilation and continuous pumping aro dealt with. No. 1: So far a3 No. 1 is concerned, your conunittee, as already stated, recognise that ilr Cardew'si suggestion, ie 'a. novel one, and, therefore, cannot be. entered! upon in the' absence of all procurable cvidenco. In. addition, wo recommend that tho owners of tho patent rights of tho Licrnur and Shone systems of drainago he supplied with the necessary information raid asked to furnish details and quotation for sewering the Mat, wit-li estimates of annual expenditure and of tho cost of sower connections to tbo householders. 2. Willi Mgnrd to the storm drainage 01 the Plat, your committee recommends tlio board to approvo of Mr Caidew's mothrid for its disposal, but as the board's first duty is to deal with tlio sewerage of tlio district, that they allow this work to stand over until the wwerage work has been attended to or until aw board's financial position will permit of tho storm wator of tho Flat teing dealt with, a. Tho sewerage ot tho, outlying 'suburbs: Mr Cardow's recommendation, speaking generally is' tho separate system. This proposal involves a slight departure front tho original scheme, which provided that the now branch sswers in some instances should carry both Btorm water and Ecwnge. Tbtss branch terns, under the new 'system, will carry sewage only, the storm water, -as before mentioned,- running in' their present channels. lout' committee recommends that Mr Cardew's scheme bo adopted. The districts inclwlcd ill Ibis suburban areaare:— Main South road, Morninglon, Belleknowes, Bellevue Itoslyn Extension, Woodhaugh, Littlobourne' Nowington, Jlurrayville, Maori Hill' Jsorfch-host Valley. 4. Tlio Temodellhig of tho city sewerage: The expert's suggestion is that tho existing oewcrs of tho city which carry both sewage and • storm water bo remodelled to the extent that tho present sewers be utilised for tho conveyance of storm water, and that subsidiary drains bo constructed for the purpose of conveying sewage alone to tho main intercepting Eeivcr. Your committee recommends the adoption nt tho proposal, Imt that ita consuma-lion be deferred until tho other portions of tho distriot arc sewered, provision bsing made in tho meantime for preventing sewage and detritus from entering tils- harbour. Tho engineer roport? that a_ very small precontago of tlio connections irom ilia sewered buildings in the oiiv is rapubla uf standing the test prescribed by ' board's by-laws. No hardship therefore will Iks cast on the owners, as the presenl connection will serve to take the storm watci c 'bange is made. In comieotioi with this matler, and in order to obviate tin n'awssity for deop draining, your commits ",.,. rHlv Ille board's attailion to tin advisability of giving public notice that al sunitcry appliances of a permanent chancel o bo placed in buildings within tho are: to bo remodelled mutt he fixed nt a love not lower tliau (hat of the street to wliiol tllcy-drain. 5. Tho storm water of the city: M' Cardew recommends no Prions changes . advises that tlu present sewers b* uliiistd for this purposo, as, with a judicious expenditure, they aro capable of doing af tho work (hey aro called upon to do foi some years. Ho further suggests tho con striuMon or gully shafts. Your committa approves of these -recommendations, ant recommend the board to adopt them. It will ,ol course, be obvious that' the recom ineiuhtions here dealt with must follow tin remodelling of the city sewerage, and eanno lierefore ha carried into efieet until this worl has first l-ean accomplished. As Mr Cardev passer! some rather severe strictures on tin condition of the ilkio road sewer, vour corn nut-tec instructed tho engineer to examine tin sewer thoroughly and to roport. This lie ha: (lone. In his judgment the sewer is in i lairly satisfactory condition, and there is 111 cause for immediate action. The question c ventilation is one that will have to be deal with as the necessity arises. and that wher sver ventilatiqn is required the work he carrier out promptly, bearing in mind, the fact Uw She sett'ers rafeiired to wilt shortly carry siorn water only. .There are several minor'recom aionqiitions in Mr Cordew's main rsport, bu , t is not desirablc-tlint your conimit'.ec sliouk iverload their roport with exhaustive details iv e have therefore enumerated ihe_; in brief itatin? against each how we recommend the; ihou.d be dealt with, and refer members ti .he report itßelf for their full description luese may lie slated as under:— A, Mano place smvcr-Apuroved: b, Cumberland stree iowe;—Approved; c, High street sewer—Ap proved; d, unauthorised connection to sewer —Approved; K, plans—Approved; F, enforce ment or connection—Approved; g, injiiriou refuse—tngincer to report; lr. steam exliaus in sowers—Approved;, j, Walker street am ■n'anor street sewer—Appro*sd; k, Prince Street scwer-ApproverJ; i„ ftukc street seive Apjuoved m, St. Davit* street sewer—Ap proved; n, Frederick street sewer—Approved 0, llanovcr and Lpith street sewers —Ap proved; p, St. Anrirew street sewer—Approved 1, Castle street sewer-Approved; 'r, Fillet! street sewer—Approved; s, York place sewerApproved; T, manholes on Af.l. I iiiay Ijere ba stated that one portion of th district has not been dealt With by Mr Cardov —uz.. that of Kenzington. The plnns for th (eUculalion of this district had previously beei prepitrcd by Mr Siingcr, the boi\rd's wiginee? wcro submitted to ilr Cardew, wh

approved of them. Tenders have been called for the completion of thin work, and-a contract let. Our reasons for altering the order in which Jlr Cardew rceonmiends the works should procecd are solely financial ones. 'iVo recogniso that the order in which ho places these works is the proper one, but the board's financial position rill not allow of this order being adhered to, and we have therefore rccoinmeiidrd a deviation in this respect. A promise has been made to Mornington that (he branch newer up the Glen shall; be one of tlie-fivst works undertaken by.'tlie' board, and.this wo recommend the board (o go on with: also U> instruct the engineer lo prepare plans and specifications for cither works necessary to meet the more urgent requirements of the various portions of the district. As lias already bijou pointed out, there is nothing revolutionary in Mr Cardcrc's proposals. His scheme ililfers from the original one in bein»a distinctly separate system, but apart from this the differences chiefly consist of questions of detail, whilst, the estin)a:ed ultimate"cost is less; not more than the estimated cost of the scheme first accepted, the cost of which was readjusted and laid before the hoard on Juno '27, 1903. Wo recommend that tho board pro-\ ceed gradually, spending at the rate of, say, i 25,000 a. year! Our difficulty is, as already stated, lnrgely tho financial difficulty, and as there is it fair .".mount of unproductive work to bo done each year the hoard should bo ar ~ n .° e '' 9 P o l> c y that productive work of sufficient quantity' should be in progress in order that revenue may' bo obtained wherewith to meet pur annual permanent charges.
