(Received March 21, at 9.55 p.m.) In tho House of Commons Mr Runciman informed Sir Howard Vincent that France had received the representations of tho Government regarding New Caledonia in a. most friendly spirit, and it lnul been verbally stated that it was not intended at present to renew the system of sending convicts to that island.
