He declares that General luiropatkin after every battle blamed the subordinate generals in order to preserve his own reputation.

ST. PETERSBURG, February 25. (Received Feb. 25, nl p.m.) A bomb outrage occurred at Odessa. The chief of police was wounded, and nine others were injured. The perpetrator escaped. •

ST. PKTERSUDRti, February 25. (Received Fell. 25, at 9.28 p.m.) A committee of experts found that each of the infernal machines discovered in the chimneys of Count Witte's residence contained 3£lb of explosives, suflicient to blow the main walls down. The mechanism was set by an unskilled hand.

Jfc was stated recently that two infernal machines had ho.eii discovered at Count Wilte's house. They are supposed to have boon let down the chimney. A hoax was suspected, as tho explosives were weak and the- clockwork deficient.
