It- also unanimously resolved to urge Parliament- to nationalise all raillOiids, canals, mines, -and minerals, and to ask Sir H. Campbell-P>annerman to introduce legislation exempting workmen's goods from seizure for rent up to the value of £20.

It- was resolved that it was desirable, that municipalities should be empowered to conduct nny work or business; that no workmen's Compensation Act- would be satisfactory unless a workman was allowed to commute by a- lump sunt like employers; also that a system of compulsory .State insurance was a necessary corollary to the Compensation Acts. Tilo congress further tcsohed that all legislative proposals applyill!,' to workmen should include shop assistants, warehousemen, and clerks, and also decided upon the organisation of agricultural labourer*.'
