(Received May 6, at 5.13 p.m.) President Roosevelt's Message to Congress states that Mi' Garfield's report shows that the Standard Oil Trust lias benefited enormously by unlawful and secret railway rates. He advises tho entrusting to the Government, of power to control interstate commerce, to curb monopolies, and to prevent- the railways malting concessions to powerful trusts, which the railways are powerless to control.
