ST. KILDA BOROUGH COUNCIL

The ordinary fortnightly meeting of the St. Kilda, Borough Council was held lost evening, and was attended by the Mayor (Mr J. J. Marlow) and Crs. Burk. Gore, Vickery, Effing, Asliton, Scanlan, and Allen. CORRESrONDBXC*. Messrs Callan and Gftllaway forwarded the agreement in connection with the supply of lamps for public, 'lighting for execution.—Deed to be signed and sealed. E. E. Griramett wrote asking for permission to connect a drain from Mr .T. M'Curdy's property, Main road, St. Kilda.—Permission granted, work to be done to the satisfaction of the inspector.

John Dick wrote applying for drainage to his house in Main road, Musselburgh.—The work to be done on condition that Mr Dick provided the pipes.

J. F. Morton wrote drawing attention to the condition of the drain in Grove street and running past the writer's house. Three persons had fallen into the drain, one being n child, who might have met with a serious accident but for the presence of a person at tho time.—Referred to the Works Committco to report.

J. O'Connor, Young stroet, wrote stating that he had received a lawyer's letter to the effect that his pipes would be cut off and that his drainage would be- stopped from going through Mr O'Dare's properly, a week being allowed for finding an outlet. The writer therefore asked the council to provide him with an outlet.—Referred to the' Works Comwitteo to report.

Wm. Strachan wrote drawing attention to the unsatisfactory state of tho drainage in East avenue. The writer bfuj no outlet for sewage water, which lay stagnant at the mouth of the pipe through the footpath. Several complaints had been made to him regarding the nuisance that had been caused — Referred to the Works Committee to report. G. A. Esibtr, secretary of the Drainage Board, wrote asking tho council to agreo to accept a commission of % per cent, for collecting drainage rates. If this proposal were agreed to titers would he no necessity for tho board to appeal to tie Controller and" Auditorgeneral, as provided under section G4 of the board's act of 1300. This year the rate would bo double what it was last year, but no extra work would he entailed in colleoting the money.—lt was resolved to reply that 5 per cent, was not too much to cover the cost of collodion.

The secretary of the Drainage Board wrote further stating that in tie matter of replacement in Princes street, fit. Kilda, tho engineer had given instructions.—Received,

J. T. Noble Anderson wrote stating that the Drainage Board would require to have that portion of the Bay View road between the Anderson's Bay road and Begg street closed owing to drainage works. The writer asked tho council to have th» road closed for 14 days from fjio 20th inst —It was decided that the road be closed as requested. Tho Drainage Engineer also wrote in connection with an account for £1 2s 6d for the supply of water in Grey street. He stated that tho amount seemed too great, as concreting operations were carried on at the placo named for only about two hours on each of two days. He had referred the matter to the chairman of works, who considered that 5s would be about a fair charge.—Received. F. H. Morice, district agent for the Public Trustee, wrote stating that the trustee* had scrao money for investment in local bodies' debentures at 4J per cent., and asking if the council had aJiy such for sale, and. if so, o'n what terms—lt was decided to reply, stating thnt. some debentures would be available in March. 1907.

H. AVentworth, secretary of the St. Kilda Firo Brigade, wrote asking tho council to supply a uniform for a member who had just been appointed to the ranks of tho brigade. Tho writer also made application for the use of the hall for dancing every Tuesday evening.—Tho request for the uniform was granted, and it was decided to give tho use of the hall, the night to be arranged with the town clerk. The Becwlary of tho Ocean Beach Domain Beard wrote forwarding tl» resolution adopted in connection with the fonce on Victoria road.—The Mayor said that" the statement that the fence was erected at the request of tho council and with tho consent of that body was not correct. The Domain Board suggested that the fence be erected, and the council consented, but did not agree to the use of barbed wire.—Cr Goro Baid the matter had belter stand where it was for the present.—Tho letter was received.

J. M'Kertzie and 11. W. Allen wrote stating that in carrying cut their duties as firo inspectors they had visited all the two and three-storey public buildings in the borough, and that in all cases but one only a few trifling alterations were necessary to mako the prcmisos well, equipped with means of exit in case of fire. In Onslow House there were absolutely no means of exit in case of fire except by tho main stairea.se, which was in the centre of tho building, and to which the fire would naturally draw. The building was well adapted for tie erection of fire escapes, as tliero were balconies in the front and on two sides of it, and all that would be required was a fixed iron ladder at each balcony. The writers strongly urged that something in the nature of *trat they suggested .should bo done.—Referred to the General Committee, with power to act. ireroßTS. The Finance, General, and Reserves Committee recommended that accounts amounting to £173 2s 5d be passed for payment. In connection with Ellen Hollander's letter re the charg;,s for poundage £2 0s 8d) of a mare which was sold for 10s, the committee recommended that the debt be settled with the poundkeeper. The matter of erecting a fence at Culling Park was still under consideration. —Adopted,

The finance report showed that the District Fund Account was in debt to the extent of £1167 19s Bd, or £H2 7s below the legal limit. The Special Loan Account showed a credit balance of £3500. and the Drainage and Sewage Account a credit balance of £1 9s lid. —Adopted.

Tho Works Committee reported that instructions had beon given that a. footpath be formed in front of section 3, Block XV (Mr Brown's property), at a cost not exceeding £3. The committee would report on the by-law relating to building regulations at a later dale.— Adopted. GENERAL.

Tho question of numbering the houses in the borough was brought up by the Mayor, and was referred to the General Committee for a report.

The clerk was instructed to take proceedings forthwith for the recovery of overdue rates.
