(Received Feb. 14, at 9.1 a.m.) The Viceroy of Foochow has been ordered to execute the ringleaders at the sacking of tho English mission at Changpu, and to punish the others. 'Die Viceroy reports that the outbreak was due to the Catholic mission .detaining a Chinaman. The Catholic mission was first destroyed, tlieiu, the English, Meanwhile troops arrived, and killed 12 of the rioters. THE REFORM PARTY, BERLIN, February 13. (Received Feb. 14, at 9.38 a.m.) The Chinese Minister at Berlin, when interviewed, said that the National party in China claimed that tlie Chinese Government should first aim at the reform of the army and navy, then it wduld be able to repel the unsolicited advice of tlie world. When China was equipped with modern weapons it would be impossible to conquer the Chinese soldiers. SJfISBHTB TROOPS TO MANCHURIA. PEKING, February 14.
