(Received April 2S, at 11.30 p.m.) Sir Mackenzie Bowcll initiated an animated debate in the Canadian Senate declaring that the management of the Pacific Cablo lacked business energy. Mr Scott, K.C., Secretary of Stale, on behalf of the Government, profoundly regretted that New South 'Wales had deliberately broken the contract.
