(Received •March-'3, at 0.50 a.m.) Earl Spencer, fit Birmingham, made a pessimistic speech upon the recent divergencies among the Nationalists arousing the antipathy of t ; he English people during' tlfo Boer war. Ho declared that Ireland would only bo satisfied with self-gov.enunwit, but that such a measure was very , distant. His consistent belief was that'it is likelier the Unionists will cany' fcftb measure than the Liberals... The Daily Chronicle expresses the belief that the Government, after dealing with the Irish Laud. Purchase,.Bill, will introduce a Catholic University Bill and also such measures of Irish self-govern-ment as would be called Home Rule if the Liberals introduced them. The paper adds that the Liberals will thus be relieved of a responsibility which' is weighing upon them like an incubus.
