(Received August 29, at 11 p.m.) The Novoe Vremya states that Russia in 190u formally suggested a modification of the Anglo-Russian Trans-Cas-pian agreement of 1873. Russia now considers herself not bournl iii regard to the question of closer direct relations with Afghanistan.
