THE CITY. .CONSTITUENCIES. A RETROGRADE SSTEP. Tho. suggestion that the city electorates should be out up into electorates,'as thoy wore , former.y, is generally regarded as ft retrograde step, and it will be very strongly opposed < indeed, if tbo bill proposing it is introduced and persevered with it will lead to one of tho hottest fights of tho session. The few city members I wav able to goo this evening expressed very dc- 1 tided opinions against the idea. Mr Millar, tho senior menVbcr for Duncdin, said: "I am opposed to it. At present we have community of interest in the cities, and the tendency is to enlarge them and their sphere of mduonee. -The splitting up of the citv into threo constituencies would simply kiii any Greater Duncdin scheme. Besides; this is the wrong time to make any change, when wo are just on tho eve of a general election. Iu answer-to a question as to whether the proposed bill- would have any chaaeo of .getting through Parliament, Mr Millar said he did not think so. I poinied out that tho' country mombcrs could put it through 11'. 1 if '??!;? u '' " le ' l ' m inds, In answer to this Mr Mi.lar eaid: "Oh, well, if thev did attempt that wo would begin to talk about tho 20 per cent, quota and proportional representation. If," ho added, "it is right for a city -.doctorate to vole for one candidate,. then it must be right for a country member to represent tho sarno number of electors. Mr Arnold spoko in a similar strain. He sr.id lie was opposed to the idea. What they wanted in the cities was to maintain comipumtv of interest. Mr Collins (Ohrislchureli) said he would oppeso - tho bil), Such a proposal wouid militate against tho efforts that were being made m Christchurch at the present time to establish a Greater Ohristcbitrch, with important electrical, drainage, and water works. Mr Smith said ho was'altogether opposed to the suggested alteration. The interests of tho cities would bo best consulted by leaving things'as they were. Mr Atkinson _ (Wellington) also opposed any alteration in-the direction indicated. Ho did not wish to represent a ward. Thoy W improved, the City Council by the abolition of wards', and now they woro going to re-establish then! in conncction with parliamentary representation. THE EFFECTS OF THE CHANGES. In tho absence of a map, it is difficult to form any exact idea'about tho efrcct of tho alterations in tho boundaries of the constituencies. As one lnectß individual membors, however, one gots some idea of what has been dcio., 'Mr M'Nab tells mo that that part of Clutha electorate adjoining Gore, which is included in the Knapdaie road district, is added to Mataura. A piece taken from Malaura at last distribution— namely, Otaraia. adjoining Gore—lias boon put- back intu Mataura, with tho exception I of Pukcrau, Waiwera, and PlvTwdown. Rimu, Brunswick, aad Wairaatua, has been added to tho Awarua oloctorate. Tho com-' missionoH hfivo put Mr M'Nab's own homo at lwnapdflja into his constituency. now entirely surrounds Inyereargill. .There is, I understand, only a slight change in'tho' Wakatipu elcctorntc—viz., at Lumsdeuj—anil J-'raser, who has been such an excellent representative for the district, is likoly to bo returned again. Mr Thomas Mackenzie will, I hear, stand for the altored WaiKounjti electorate; and Mr Charles Lewis is said to havo an excellent ehnnee for tho now Courtenay scat. Mr G. W. Russell- tolls mo that H'.ccarton will now Uko ,in all Papamu, and will ro south only, as far as. ' Hornby .Tuncfooij, thenca'in a straight lino L„i T a -n'- Rivw > wll ' ch is Hie north oundary. Hals%i Lincoln, Islington; Ternpeton, atu t YoUUnnst, all of which are now m tho present Ricenrton electorate, - Mrfanner gains a block of Linwood that lica .. weta tho last licit and Stan'mnre road, ■with a. population of about 2000.. This district 13 now much more consolidated. ; As against that he loses Papanui and Belfast THE RESULTS OP THE ALTERATIONS. Generally speaking, the alteration in tho boundaries » not nearly so great-as on the occasion of the last alteration, Same metoOGrs are vary plcnsed: others are dissntisfiod. Mr iiuinncf-3 (Groy) has got rid of Charleston, which alwavs cost him a fery lotitr journey, llr M'Lauehhm (Ashburton) has had a little bit lopped off tho north-east corner of his electorate, but seems-pleased with tho constituency as it is. Mr Stevens, told me that the commissioners had cut out of his electorate one township that gave him n bannuct 8 few days ago, and another township that- was poing tn give him one oexfc week. He has, however, got some, new territory, and on the whole lie seem; satisfied with the gifts the god 3 havo sent him,''
