One other alternative is the creation of an Australian navy, maintained on the same basis as we maintain our army. This would leave the Commonwealth free from that state of vassalage which, in regard to the navy, it now occupies, and in which if increased by a tribute we would be further sunk. A navv provided by our own taxpayers, controlled by our own Parliament, and manned by our own sailors, would be of much more ettective service to the Empire than any gift of money such as might, within the bound; of reason, ho accented.
