CAPETOWN, August 17. (Received August 18, at 0.35 a.m.) General Forestier Walker's appointment to tho command of the Cape troops is popular here. Enthusiastic recruiting is proceeding in Capetown, Grahamstown, and Kimberley in the riounted and other forces in tho colonies and dependencies. LONDON, August 16. The Daily Telegraph states that President Kruger is in a pitiable state of indecision. : August 17. (Received August 18, at 0.35 a.m.) Twenty thousand troops of all arms, with the necessary stores, are ready to leavo England'-in a week.
Tho Standard and Morning' Post state
that it is believed President'Kruger offers a five years' franchise, with nine members for the goldfields. They also say that a majority of the commandants in the Transvaal are against war.
The Times Pretoria correspondent states
that the ultimate adoption of Sir Alfred Milner's proposals is considered certain.
Mr Chamberlain, in acknowledaing a resolution passed at Birmingham, said he rejoiced to learn that hisfirm and patient endeavours to secure justice for Britishers commanded the confidence and support of a great majority cf the nation.
