KOSLYN EOEOUGH COUNCIL.

SPECIAL MEETING.

A special meeting of the Koalyn Council, for the installation of Mr L. Kemnitz, the newlyelected mayor of the borough, was held last evening. The retiring Mayor (Mr A. Matheson) presided, and there were also present—Mr L. Kemnitz (mayor-elect), Crs Scott, Fraser, Philp, Sim, Watson, Liddell, Sutherland, Drew, and Wilson.

Mr Matheson, before leaving the chair, referred to the satisfactory position of the borough. He stated that during the year a. large amount of work was done, such ac kerbing and channelling, thii making of roads, footpaths, and other necessary formations. This had entailed a large outlay, otherwise the overdraft would be lower than it was, it now being about th» same as lust year. A number of very important questions would likely arise during the year, including the questions of drainage, water supply, tramways, dec, and hu had no doubt these would receive careful consideration at the hands of the council. He expressed his thanks for the hearty cooperation that had been extended to him by councillors, and trusted that in future matter* would go on as harmoniously as they had done in the pa3t. The various members of the council spoke in complimentary terms of the manner in which Mr Msthesoß had performed hia mayoral duties during his term of office.

Mr Kemnitz said that he could fully corroborate what had been said by the preceding speakers. He had experienced great pleasure in sitting at the table with his Worship. He had invariably shown kindness and eomtesy to all members of the council. Although he and Mr MathesoH had fought a battle or two he was sure they were still as eood friends as ever, aud he for one would be glad to see his Worship back again at the table. The tone he had imported into the proceedings of the council during the past year was productive of much good, and generally the services rendered by him were very valuable. The recent contest had been fought out cm a question of opinion and principle, and not the slightest ill-feeling had arisen out of it.—(Applause ) His Worship thanked the members of the council for the very kind remarks they had made about him and the good wishes expressed for his future welfare, especially the wish that he should one day come back to the council. He would be delighted, if circumstances would allow, to place his services at the disposal of the residests of Roslyn at some future date. He was particularly pleased to hear the remarks of the mayor-elect, and he could reiterate his statement that not a spark of illfeeling existed between them. Gentlemen occupying public positions should always agree to differ in a courteous way, and those who had a seat in such a body should be determined to express their views freely and forcibly at times, if necessary. Mr Kemnitz and he had been friends for a number of years, and he trusted that that friendship would continue to exist. He wished the newly-elected mayor a pleasant term of office. There was one matter to which he wished to refer before he retired, and that was to express his very great appreciation aud gratification at the way in which the work of the borough was carried on by their clerk and inspector, Mr Wedge. He was sure all would agree with him when he said that in Mr "Wedge the borough had an exceedingly valuable servant.—(Applause.) As far as his personal knowledge went he paid the most exact and careful attention to Ins duties, and the borough was to be congratulated on posthen signed the usual declaration and took his seat. Mr Matheson having wished him a very successful term of oflice, shook hands with all present and retired. . The Mayor said that he fully recognised the responsibility that rested upon him in occupying the position of Mayor of Roslyn to which he had been elected by the ratepayers. So far as he was concerned he would endeavour to fuffi tba duties devolving upon him carefully, fearlessly, and with benefit to the whole of the ratepayers. There were a number of important questions likely to arise during the year, and he was sure they would be discussed in a proper spirit.

ORDINARY MEETING.

The ordinary meeting was then held, and attended by the same gentlemein. APPLICATIONS, ETC. The. application of Mi- Russell to put a crossing into his section in Church street, Kaikorai was SlThe applications of BUckwood Bros, for renewal of their slaughtering license was granted. The application of Mr Eden Bowler for an auctioneer's license was also granted. The tender of Mv A. M'Kenzie for the supply of doff collars for 1895 was accepted. The Works Committee recommended that the letter from Mr Andrew Anderson complaining of the state of the path in Hait street be received, and that Mr Anderson be informed that he was charged half the actual cost only of the kerb and chanuel in front of his property ; that the tender of Mr C. Godby for 12 months' carting at 8s 6d per Bingle dray, 14s two drays, 12s two drays and one driver, and 3s for chain horse per day respectively, be accepted. The committee had nothing to recommend re the removal of nightsoil. The clerk stated that the committee discussed the matter of the removal of nightsoil, but thought I there was no urgent necessity to introduce a | chaJuge.— The report was adopted.
