BRASS BAND CONTEST.

The fourth annual brass bands contest under the auspices of the New Zealand Brass Bands Association was commenced to-day on the Union football ground with the quickatep competition. The eeven b-mdn competing uspembled in front of tho pott office, and, headed by some 60 members of tho local cycling club, marched down to the contest ground, playing as a combined baud the march " No Surrender." A slight (shower fell during the afternoon, but, despite this, over 4000 persons were on the ground. The excursion trains from the country were well patronised, and the efforts of this year's Band Contest Committee must ba considered successfci!. ' ■ A meeting of the.'New Zealand' Bands Association was held this forenoon, tho following bands being represented by parsons or proxies :— Invercargill Garrisou, Invercargill City, Kai* korai, Stamnore, Duuedin Engineers, Waimats, Bluff, Denniaton (West Coast), Sydenham (Christchurch), Christchurco Garrison, Dunedin Navals, Tiraaru Garrison, Lyfctellon Garrison, Wellington Garrison, and Wellington City. Seventeen were present, and Lieutenant Sidd&ll presided. It was resolved that steps bo taken to prevent the possibility of future delays in the receipt of special music aud the music for next year'ii contest from Round and Boosey and Co. A motion that the headquarters of ihe association be removed from Curiatchurch to Dnnedin was held over, on the casting vote of the ohairroan, to allow farther consideration. A motion to the effect that the same judge should not ba eligible for the position for a period of threa years was withdrawn. &ir M'Lean, on behalf of, Mr Painter (Cbristnhnreh Garrison), moved "that the resolution passed at the annual meeting in March I£S94, prohibiting the use of valve trombones, be rescinded, as being wrong in principle aod detrimental to the best interests of the association.—Carried. It was decided that the contest next year be held at Timara, and the annual meeting of the association in Oamaru at Baster. 'Xwo of the prizes offered at the last contest in Chritstckurch uot having been received by the winners, iii was resolved that; the executive ba requested to communicate with the Chrwtehiirch Contest Committee on tha subject, and that, in the event of ho.satisfactory response, the aosociafcjon be asked to vote a. sum flumcient to procure prizes. Mr Woolf (Timaru Garrison) said he: had a matter to bring before the meeting of consider" able iropoitaßce, and expressed a hope that it would bs dealt with and ssttled before the contest selection. ' He had been informed that tba Invereargill Garrison would have two playera that could not be regarded as bona fidi members, according to tho rules, one of these having recently been brought from Tasmania. He contended that according to clause 3 of the contest, rules each psrformer, amateur or professional, mast ;be duly enrolled under . the band's rules and "in active association with tha band." It also appeared that the Kaikorai Band had one outsider in their ranks, and the Danedin Engineers two, one of the latter being a member of t.be Oftmaru Garriaon Band. J The Chairman claimed that Mr lathgow had never ceased ta bo a member or the Invercargill Garrison Band, and pointed out that the rule quoted by Mr Woolf incorporated rule 20 of the general rules, which read as follows:—"It shall be incumbent npon all affiliated bands to forward to the secretary a complete .list of all enrolled members three months prior to the date of the contest, such list to be kept by the secretary and accepted as sufficient evidence of the right of any player to take part in any contest." The Kaikorai and Dunedin^'Engirieera were defended by their, representatives," and a lively discussion ensued. There is a strong feeling of displeasure among citizens at the action of tho Garrison Band in using outside instrumental aid. It 13 considered that the band had a very good chance to secure first honours without such help, and that their action is a reflection on the community, who looked upon the visiting bandsmen as their guests, and that the bringing of a musician from Tasmania has marred the pleasure of tha whole proceedings by giving room for protests. At a meeting not open to the preos several of these were offered, but the chairman ruled that there were not a sufficient nnmbar of bands represented who had complied with tha finauoial regulations to constitute a meeting, and left the chair. The meeting then elected a chairman, but soon adjourned until tomorrow. Matters appear in an inextricable muddle, the rules of the association being directly contradictory. October 15. Tho mayor this morning presented the prizes won in the solo and quickntep competitions at tho bands oontest from the rotunda, but not those in the contest proper. The protests lodged against the InvercargiU Garrison and tho Duuedin Bngineers (the former for playing two members who had not been actively associated with the band for threa months prior to tho contest, and tho latter for including a member who rightly belonged to the Oamaru Garrison Band) were considered by tha Protest Committee, consisting 01 representatives of the competing bauds not protesting or protested against, and botbgwera sustained. Tho Protest Committee hay« served notice en the supervisor not to distribute the prize money and trophies, which will now probably form tha subject of legal proceedings.
