London, March 22. (Received March 23, at12.15p.m.) A strike has begun among the conductors and branchmen on the Western Pacific division of the Canadian railway. The Miners' Federation has offered to submit the Durham dispute to arbitration. (Received March 23, at 4.50 p.m.) The Catholic Congress approved by the Pope is arranging to meet in Vienna to discuss the labour question. The Canadian Pacific Railway hands on strike are doing extensive damage to trains. They also fired on the conductors and brakesmen engaged in the places of those gone out. The military have beeu called out to maintain order.

A railway strike is expected in Quebec, Ontario, and the maritime provinces. This would paralyse the whole railway system of Canada. Passenger trains are running with difficulty on the Pacific line, and goods traffic has ceased. Special constables are being sworn in.
