CAVERSHAM BOROUGH COUNCIL.

The ordinary fortnightly meeting of the Caversham Borough Council, held last evening, was attended by Crs Wilson (in the chair), Boyes, Rutherford, M'lndoe, Young, M'Laren, M'Gonigal, Rae, Hancock, Ruston, and Baverstock. ■■■■'.■ REPORTS. QUESTION. John Ellis,, nightsoil contractor for tho borough, wrote complaining that two men had removed nightsoil from the "Caversham School on the 12tb, and asked that the council interfere.—On the motion of Cr M'Laren it was resolved—"That this council prosecute any parties removing nightsoil from the borough without the permission of the council; that the council take proceedings against the parties that removed the nightsoil from the Caversham School on the 9th April and 12th May last.

He suggested that two extra daymen be employed for the pipelaying in Forbury road. The Charitable Aid Board wrote notifying that the amount due from the borough for the year ending March 31,1892, was £192 103 3d. The Bam of £106 2s 8d was required for the Hospital Board. —The communication was received.

Or Rutherford moved the following mofcioD, notice of which was given at the previous meetiog of the council:—"As doubts exist as to whether the Caversham Borough Council has - exceeded its powers or not in making a contract with one Ellis, by which he is granted a monopoly in work to be done«,for the Oaversbam School Committee, and"as fitter council nor committee have funds which shoahU>e..gnent in litigation, it is desirable that these twU»^blic ', bodies should obtain the advice of some puElliT''----. functionary who, for the common good, will resolve the doubts which now exist." —CrM'INDOE - seconded the motion pro forma, which, after a slight discussion, was lost. THE "WORKS COMMITTEE. Cr Rutherford was appointed a member of the Works Committee.* THE LICENSING QUESTION. Cr Rutherford Btated that ho tvould like to make some reference to the petition that was being signed in the district relative .Jo the licensing question. He thought that a petition of this nature would be apt to be misunderstood, and he thought that the council should ask the Licensing Committee through the chairman if they thought it desirable to have a poll of the ratepayers taken for or against shutting up the publichouses. He was almost afraid that too much weight would be attached to the petition in question, and they all knew the value of such petitions. Tho opinion was expressed that the question was not within the province of the council, and consequently the matter was allowed to drop.
