London, July 12, (Received July 20, at 8 10 p.m.) When the Enniskillen Fusiliers were landing from the train at Portsmouth to coerce the mutinous Grenadier Guards they sang " God save Ireland," and cheered the Guards. The Yorkshire Regiment immediately replied that the Guards were quiet. The justice of the men's complaints are partly admitted. EEDUOED OCEAN POSTAGE. The Chancellor of the Exchequer states that the Indian Government has raised some important points in connection with the reduced .postal rates which necessitate further negotiations taking place. IMPERIAL POLITICS. Sir Vernon Harcourt advises the Liberals to assist in bringing the session to an early cloEe. Mr W. H. Smith announced that the procedure proposals of the Government would be abandoned, and the present sessions close in August, after passing Supply, the bill providing for the housing of the working classes, the Police Bill, the bill ceding Heligoland to Germany, the Census Bill, and the Local Taxation Bill. It was proposed that the next session should take place in November, when the Irish Land Purchase Bill and the Tithes Bill will be considered. THE BANK OF NEW ZEALAND. Mr R. J. Jeffray, managing director of the Union Mortgage and Agency Company of Australia, undertakes the. management of the Assets Company formed to take over the glolo assets of the Bank of New Zealand. THE CABLE SUBSIDY. j In declining to share in the cable subsidy of guarantee, Mr Goschen said it was contrary to the general policy of the Government to open the door to numberless claims. COMMERCIAL. At auction to-day, 1000 bales of New Zealand hemp were sold. Common sorts are easier, good firmer. Seven Australian wheat cargoes on passage were sold at 37s 3d to 37s Gd, two New Zealand cargoes at 3(is, and anotherat 35s 3d. Good New Zealand cheese, 48s to 503; medium, 36s to 445. RESCUED FROM A BURNING SHIP. The American ship Bobock has arrived at Queenstown with a portion of the crew of the Merope, bound to New Zealand from London, on board. On June 26 the Bobock found the Merope in flames and burnt nearly to the water's edge. The rest of the crew are on board an American ship bound to Hull. MR STANLEY'S MARRIAGE. Mr H. 51. Stanley had a very serious attack of gastritis two days before his marriage to Miss Dorothy Tennant, but was able to attend the ceremony, which took place in Westminster Abbey, though he was in a very weak state. The ofliciating clergymen at the marriage ceremony were the Bishop of Ripon, the Master of the Temple, and the Dean of Westminster. Among those present were the Prince of Wales, Mr Gladstone, and the leaders of society, art, and literature. The abbey wag crowded with the public. THE MINING EXHIBITION. The opening of the Mining Exhibition has been postponed until the 28th inst. CESSION OF HELIGOLAND. The bill providing for the cession of Heligoland to Germany has passed the House of Lords virtually without opposition. NORTH AFRICA.

Lord Salisbury is negotiating with Franco for a recognition of the English protectorate of the Zanzibar coast. He will probably admit the French rights from Lako Toliiul to Algeria. PRINCE BISMARCK ON LABOUR Prince Bismarck has assured an interviewer that Emperor William's Labour Conference has not solved a single question, and resulted in nothing but words. THE SILVER QUESTION. The Silver Bill, as agreed to by a conference, has passed the United States Senate. THE ARGENTINE FINANCIAL CRISIS. The financial crisis in the Argentine Republic and the State of Uruguay is less acute. Gold has exceeded a premium of 300. Dr Celman, President of the Argentine Republic, fearing a revolution, has withdrawn his forced currency proposal. The | Government is endeavouring to negotiate a loan with England. COLLAPSE OF A WHARF. By the collapse of a wharf at Dartmouth on the eastern side of Halifax Harbour, Nova Scotia, 100 persons were immersed, many of whom were drowned. THE PREMIER OF CAPE COLONY. Sir John Gordon Sprigg, Premier of Cape Colony, has resigned in consequence of the South African Railway Bill having been defeated, and Mr Cecil Rhodes has been summoned to form a Ministry.
