TO THE EDITOB. Sir,—At the official declaration of the poll I pointed out that my charges against the youngest candidate, on the ground of his unfair conduct of the Mosgiel paper, had not been answered. Kindly permit me to add that the above statement was omitted from the report of my speech as contributed to the Times. — I am, &c, W. A. W. Waihen. July 24. ■
—An innovation in the education of Eastern woman is to be introduced at Constantinople, where a day school is to be established for instructing girls in the useful arts and trades under the Sultan's especial patronage. The fee will be nominal, as 200 scholars will be admitted on payment of 93 a month, another 100 being taugnt free.
