Sib,—When Mr Dick denounced Stewart's committees to a silent body of 15 electors on Monday evenicg last, and Mr Bracken followed his example at the declaration of the poll as regards a certain daily paper and some bete noir of his own, they seem not .-to have thought of the proverb, " Scratch a Russian, and you will find a Tartar under the skin." Possibly, the proverb being French, they -were unacquainted with it. I now present them with a translation, which it is to be hoped will be laid up in their hearts.—l am, &c, Geowleb.
