The following appears in a recent Home paper:—"lt is very unfortunate for football that its rules are always in such an unsettled state. The Association or 'dribbling' game has the advantage of being simple in itself; but England and Scotland play under differing regulations. The English Association has this year very commendably endeavoured to come to an understanding for the purpose of assimilating the two codes ; but Scotland declines to entertain any such project. The result of this will be that England will decline playing the usual international match."
