CAVERSHAM BOROUGH COUNCIL.

The ordinary meeting of the Caversham Borough Council was held last evening , , when there were present :_The Mayor (Mr W. Bridgman), Crs U'Ren, Barron, Bragg, Broadfoot, Wilson, Kirby, Calder, Cochrane, Holmes, Gilmour, and Moss. KKR.BI.Va. On the motion of Cr Barron, seconded by Cr Cochrane, it was resolved—" That all kerbing for the future be charged to property-holders, in accordance with the bye-laws." TENDERS. Tenders were received for pitching and channelling on the Main South road, and that of William Thomas and Thomas Watt, at Is (for old kerbing) and 7s 3d (for new) per yard, was accepted. The following other tenders were accepted for the supply of metal, screenings, and rotten rock: —200 yards metal for Corstorphine road, Messrs T. H. Marsden and Co., at 4s yer yard; 100 yards metal for Main South road, Messrs T. H. Marsden and Co., at 4s per yard; 200 yards metal for Park street, Kensington, Messrs Marsden and Co., at 4s per yard; 25 yards screenings for Park and Grosvenor streets, Kensington, Messrs Marsden and Co., at 5s 6d per yard ; 25 yards screenings for crossings of St. Peter's, College, George, David, Forbury, and Corstorphine roads, Messrs Marsden and Co., at 6s per yard ; 100 yards rotten rock for Alexander street, Messrs Marsden and Co., at 3s 5d per yard. The only tender received for kerbing and forming David iand Smith streets was from Michael Cuff (kerbing, £1 2s per chain; formation, £1 17s per chain), and it was referred to the Works Committee, with power to act. FINANCE COMMITTEE. . : The Finance Committee reported having paid £74 16s lid into the bank, and passed accounts amounting to £63 16s 6d. The clerk had been instructed to give notice that on the 7th of October next legal proceedings wouid be taken to recover all unpaid rates. GAS COMMUTES. The G'a.-j Committee reported as follows: — " Your Committee, in conjunction with the Works Committee, having considered Mr Hutchison's offer to lis;ht the borough with gas, recommend that the following clauses shall be incorporated in any contract made for that purpose :— "1. The promoter to have the permission of the Council to open the roads and footpaths under their control for the purpose of supplying the inhabitants of Caversham with gas, on the condition that the promoter reinstates and makes good any roads or footpaths to the satisfaction of the Council pr of any officer they may appoint, and also agrees to indemnify the Council for all actions that may be brought against it, and for all loss it may sustain or be put to by reason of the promoter's servants or contractors opening roads and footpaths for the purpose of laying down gas-mains or repairing the same within the borough of Caversham. "2. The price of gas to private consumers shall not be more than 15s per 1000 cubic feet—subject to a discount of 5s per 1000 cubic feet if paid at the gas-office on or before the 20th, or a discount of 2s 6d per 1000 cubic feet if paid on or before the last day in each month. "3. That in consideration of erecting gasworke within the borough and laying down six miles of main-piping, the Council shall grant the promoter the, exclusive privilege of supplying gas within the borough of Caversham, at the before-mentioned rates per 1000 cubic feet, for a term of 14 years from the time of gas being first distributed; and in the event of 112 miles of main-piping being laid, then such term ' shall be extended to 21 years from the before-men-tioned date, j .)" 4. The illuminating power of the gas manufactured shall not be less than 14 candles, and there shall be fixed on the works an apparatus for testing the light, open to the Council or any officer whom they any appoint for the purpose at all reasonable hours, and also an apparatus for testing metres, so that ia the event of any gas consumer not beinjf satisfied with the accuracy of the meter supplied to him, such consumer shall," on giving the gas.,proprietor 24 hours' notice in writing, have such meter tested, without cost to him, in the presence of himself or any officer whom the Council may appoint. "5. The limits to which the supply of gas shall extend in the first instance shall be as follows :— "From the road leading to Mornington by Mr Bridgman's tannery in a straight direction along the Main South road to the Industrial School, taking the lower road after passing Blackwood's shop " Then a branch off the main road by the Glen toad along the new.street about to be constructed, to supply Kensington. "Then a branch off the Main South road by the Royal Hotel, down the Forbury road as far as Mr M'lndoe's house. "The balance of the main to be applied to lighting the streets in Caversham on the sides of the hills right and left of the Main South road, and also to ,' supplying gas to Darley. " 6. In the event of any public lamp not being lighted on any night or portion of any night during which it should under the contract have been lighted, the contractor to be liable for a fine of five shillings per lamp for every such night during which the saw lamp or lamps shall remain unlighted, but if it can Dβ proved to the satisfaction of the Council that awn light or lights have become extinguished through the force of the elements, and not through any default on the part of the promoter, then such fine nhall not Dβ enforced—the evidence of the police as to non-ligntiug obe mutually regarded as correct and bjn&ng on. oth parties.

That when the Council requires any street lamps orecte4 the promoter shall light the same in accordance with the schedule price—the lamps to burn not less than four cubic feet per hour, from either a fishtail, batswing, or any other burner the Council may •elect. "9. The term for lighting such street lamps to be six years, and the Council to have the right to remove lamps from one position to another. 1 " 10. The [lamp-posts and lantern to be erected by j the Council, but the service from the trunk main and ' the fittings to be done by the promoter, at a charge not to exceed 40 shillings for each lamp, to be borne by the Council, the promoter afterwards to keep the lantern and fittings in good repair at his own cost. "11. That the Council retains the right to remove any gas-pipe or main that may be in the way or obstructing the laying; down of water-pipes, or any other works which the Council may from time to time undertake for the benefit'or on behalf of the ratepayers, without being held liable for compensation, or in any way be liable to damages arising out of such removal, providing always that the gas proprietors receive days' notice of snch intention to remove any pipe or main. " 12. That notwithstanding any private ajjreemeent between the promoter and any burgess, it shall be understood between the Council and the promoter that any gas consumer shall be at liberty, and shall have the power, to terminate his or her agreement at any time on giving; one month's notice to the gas proprietor of their intention of not using any more gas. " 13. That the promoter commences to erectt he gasworks within six months from tl c date of the agreement being signed between the Council and the promoter, or to be called upon to and shall provide security in _ the sum of one thousand pounds (£1000) for the satisfactory fulfilment of the agreement; and in the event of the works not being completed and gas burning within the specified time of 15 months from the date of the acceptance of the offer shall forfeit the said one thousand pounds sterling to the borough, and the agreement shall be cancelled. " 14. The promoter to pay all legal expenses incurred in carrying out this agreement." The report was adopted, and it was resolved—" That Mr Hutchison be invited to meet the Gas and Works Committees to consider the report adopted by the Council, with a view to having a speedy settlement of the matter contained therein."
