ELECTORS OF CAVEKSHAM. nENTLEMEN—In soliciting you for VJT your votes as your representative in the Honso or Assembly, I cannot out observo that it seems somewhat straußo to mo to havo to state my political view.) to any body of Otago Electors, having for fourteen years taken an active part in fche political affairs of Otaso, both before and siuce the pasting of the Constitution Act, but on looking at the Electoral Roll, I am surprised to observe whit a remarkable change has taken placo in the constituency within the last six years,, and to And how few of tho electors I know and how few probably know me. To Muse who remember me as Provincial Secretary and editor of tho Otago Witness, I may say, in a word, that I hold the samo views now as I did' then. I do not desire to push Provincialism to a ridiculous exten k, as is sometimes done'by some of its supporters, but I am persuaded that the administrative part rf tho Gevurument of tho p-ovince could not bo so effectually carried out as lt is under the present form of Superintendent and Provincial Council. I shall therefore, if elected, support auy Miui<try that will givo honest offect to provincial development, and oppose any Ministry that wiil thwart it. Wo cannot look back upon the vass expenditure for so small a population, which has been gaing on for so many ye ire, without picturing to ourselves the prosperity which we should now ba enjoying if that expenditure had been applied to railroaus, roads, flocks, and other public works.
