PROVINCIAL COUNCIL.

MONDAY, Junk Ist. Tho Speaker (Mr W. H. Reynolds, ; M.H.R.), took the chair at two o'clock. ! pktjtiox. , Mr SHEPHERD presented a petition, j signed by " several hundreds of miners " ; residing in tho Cromwell, Cardrona, and I Upper Cliitha districts, praying for an ! oxtension of tho Goldficlds. ; The petition w:>s received; and Mr j Shepherd gave notice to more that it ibe referred to the Government for con- ! federation. THK LAT'. MR JULIUH. Tlio SPEAKER read a letter from Mr ; P. Barker, of the Criterion Hotel, stntiiic i that Mr 11. A. Julius died in that hotel on Sunday evening. I'RIVILBOE. Mr HAUGHTON : I would not, Sir, intercept the motion which I know the Provincial Secretary proposes to move, but that I wish to refer to a matter which I I think should bo cleared up at once. It has been stated in the public papers, on tho authority of monitors of this House, that 1 made, in my place in the House, what would, in fact bo a f.ilne statement—if tho charge \v;is well founded —when I said, last we^k, that Mr Millar ! had sent word that ho would come down to the House and vote, if lie was wanted. I have only to say, that I was informed, aa a fact, of what I stated to the House ; and that then: are members who will ! hoar mo out, that I was so informed. I consider that no member of this House, or anybody olsu, in fact, should allow hitnaelf for a moment to lay under an imputation of a direct falsehood —which tho ntatement I made to tho House, as to Mr Millar, would be, if I had made it without authority. I must add, that I consulted with Mr Reid whether it would be advisable to send for Mr Millar; and that it was only because it was considered very uncertain which way ho would voto whon ho <:anio, that I did not send for him.—(A laugh.) Tho PROVINCIAL SECRETARY (MrVogel): Tho House was led to bclievo that Mr Millar had s;iid that ho would come and vote, if ho was sent for. I thi.tk that tho honorable member for The Lakes should give his authority for tho statement he made. Mr HAUGHTON: I did not say that Mr Millar made the statement. Tho PROVINCIAL SECRETARY: Tht-n, give your authority. Mr HAIJOHTON: My authority will be forthcoming, I have no doubt. Mr MIJIll: I can fully corroborate what Mr Hau^hton has stated. Mr Millar did promise to bo in his place, if ho was wanted. Till: fiATB Mil JUMW. Tho PROVINCIAL . SKOIIETARY : I a:n sure, Sir, that there is not one member of tho Council but must keenly feel the death of the member for Oamaru Town, Mr H. A. Julius. Whatever differences of opinion, politically, there may bo in this House, I am sure that, personally, Mr Julius was esteemed by all here ; that his death will be very much felt by every member; and that all will do anxious to show such a mark of respect as it is within the power of tho House to show for a deceased member. With that view, I propose, "That this House do adjVum until seven o'clock to-morrow evening." Mr FRANCE seconded tho motion. Tho motion was agreed to. Tho SPEAKER: T understand that the funeral will leavo tho Criterion, for O.imaru, at noon to-morrow. It would he in accordance with custom, I ImjHcvo— and in accordance with your wishes also— thnt tho members of tho Council should attend the funeral—at lenst as far as tho boundary of tho city.—(Hear, hear.) Tho Council was adjourned until seven o'clock, thi3 (Tu«s lay) evening.
